Who we are?

IMS (International Media Support) supports local independent media and media advocacy groups in countries affected by conflict, political transition, and authoritarian rule. Established in 2001, the organisation has since worked with hundreds of local and international partners to support independent journalism, freedom of expression and the safety of journalists.

 

Job summary

IMS is seeking a dedicated and experienced M&E Specialist in Chisinau to join our dynamic and inclusive Moldova programme team at IMS Eastern Europe & Global Response Department. As the M&E Specialist, you will be responsible for overseeing all monitoring and evaluation activities, including devising and implementing strategies to ensure data collection and analysis, as well as collecting, archiving, and reporting programme data. You will manage the synthesis of project information and coordinate with the programme teams and local partners to draft weekly, monthly, quarterly, annual, and final reports for review by the Programme Manager, as well as special reports upon request. The role also involves close collaboration with the programme team to maximize and document project impact, enabling IMS staff, partners, and donors to learn from programmes and each other.

 

Key functions and key responsibilities

  • Implement all aspects of performance and impact measurement for IMS in Moldova, including data collection, monitoring, processing, and verification
  • Implement and track the project’s approved Monitoring and Evaluation Plan, including all required submissions of quarterly data, and other requests
  • Manage the collection of qualitative and quantitative data per the approved project work plan
  • Maintain meticulous records, archives, and databases for all activities, ensuring they are regularly updated
  • Work closely with project staff and local partners, providing training and capacity building in effective data collection and M&E methodology and tools
  • Provide programme support to key personnel such as the Programme Coordinator and the Grants Manager as needed
  • Design, implement, and contribute to evaluation methodologies and measurement approaches, beyond required indicators
  • Liaise with international impact evaluation consultants and other external experts supporting the programme, providing them with the necessary information and support
  • Draft regular donor narrative reports, as well as any other reports required for internal and external use
  • Maintain two-way communication with all programme staff and local partners to facilitate a timely and regular flow of information and data, ensuring that reports are practical and utilized
  • Collaborate with programme staff to write human-interest success stories and other communication products about project impact, covering a wide range of locations and topics for sharing with general audiences and donors
  • Work closely with the functions responsible for institutional M&E, gender and inclusivity, learning and accountability processes

 

Qualifications

Qualifications and Experience

  • Bachelor's degree in social science, development, or a related field, or equivalent level of education. A Master's degree and/or professional training in M&E is preferred
  • At least 5 years of professional experience in performance measurement for social development activities and/or media. Experience working on projects funded by international donors is highly preferred
  • Familiarity with both qualitative and quantitative data collection and M&E database systems. Knowledge of data management processes and tools, including systems required by international donors
  • Experience with relevant M&E and communications software
  • Experience working with and providing technical or capacity-building support to civil society organizations in Moldova
  • Sensitivity to cross-cultural dynamics in the workplace and experience providing technical support to a diverse staff and local partners

 

Key Skills

  • Fluency in English and Romanian
  • Strong English writing skills, to a publishable standard. Writing samples required
  • Detail-oriented with strong analytical and information management skills
  • Must be self-reliant, resourceful, a good problem-solver, with a sense of humour and flexibility
  • Ability to work independently, efficiently, and reliably to a high standard and meet deadlines
  • Ability to work collaboratively with a diverse team
  • Willingness to travel to project areas across Moldova

 

Duration and location

  • Expected length of employment: One year, with possibility of extension.
  • Salary will be commensurate with experience and IMS policies.
  • Place of employment: Chisinau, Moldova

Organisation

You will report to the Team Lead for Eastern Europe Country Programmes, and work closely with the Programme Manager for Moldova and IMS team in Moldova, and liaise frequently with IMS’ Gender, Organisational Learning and Development (GOLD) unit and other cross-cutting units where needed.
