World Vision - Moldova Office is looking for a highly qualified and motivated person for the position of Humanitarian Accountability Officer – Moldova.
Job Purpose:
The Accountability Officer is responsible for the implementation of activities in projects related to accountability to affected populations (AAP) and mainly in its aspects related to information-sharing and transparency, managing complaints and feedback mechanisms, consultation and participation across his/her area of intervention. The Accountability Officer will also contribute to developing accountability plans, systems and activities for all projects in Ukraine Crisis Response, specifically in Romania and Moldova, such as conducting accountability assessments, developing information provision materials, conducting beneficiaries’ satisfaction surveys, community consultation and handling the complaints response mechanism. The Accountability officer will share the report related to the complaint response mechanisms (CRM) with the management of World Vision’s Ukraine Crisis Response and ensure to work closely with project managers/coordinators to follow up the beneficiaries' complaints and suggestions, ensure timely referral and closing out the loop.
MAJOR RESPONSIBILITES
Accountability Mechanisms – Complaints Response Mechanisms
Support the team for Monitoring, Evaluation, Accountability and Learning (MEAL) for the Ukraine Crisis Response with the development and establishment of functioning complaints and response mechanism for humanitarian programming to ensure active collection of complaints and feedback including through field visits, management of beneficiaries’ hotline, complaints boxes and establish a help desk/information table to the community members to answer beneficiary comments/questions during any distribution conducted under WV projects.
Refer received feedback and complaints to relevant stakeholders and departments on a regular basis and follow up on internal complaints and feedback referrals with appropriate offices and sectors and respond to raised pending issues. Escalate serious complaints to senior management.

Provide detailed summaries of complaints issues for operational meetings and forums and develop monthly trends analysis and monthly accountability reports.
Other
Carry out additional responsibilities and project’s tasks as assigned by the MEAL coordinator for Romania and Moldova, the overall MEAL manager of the Ukraine Crisis Response, the accountability coordinator for Romania and Moldova, project MEAL managers, and project managers.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience

Minimum of 1-2 years in a NGO role related to MEAL or HA role in an NGO, especially in emergency context and grant funded projects, is important. Proven experience working with vulnerable populations and excellent ability to communicate with integrity to different stakeholders (strong interpersonal skills) Good contextual knowledge of local community and social/cultural constraints, realities and organizational relationships Experience in data processing or analysis (Excel, etc.) is helpful. Knowledge of the humanitarian system, coordination mechanisms, and donors is preferred. English (required), Romanian. Ability to work long hours in off-site locations.
Required Education, training, license, registration, and certification
Bachelor’s Degree in Social Sciences/Development Management/International Development/Social Work or relevant field.
Preferred Knowledge and Qualifications
Master’s degree in Social Sciences, International Development, International Relations, Social Work or related field. (Preferred)
